How the TCE-MT reduced development time by 80% and modernized Its eSocial system with GeneXus

The Tribunal de Contas do Estado de Mato Grosso (TCE-MT)  took a decisive step in modernizing public administration by updating its eSocial system with GeneXus, the Low-Code platform known for accelerating software development and ensuring scalability. The update, implemented with support from Heurística, the official GeneXus distributor in Brazil, brought greater efficiency, security, and an improved user experience in transmitting labor and social security data to the Federal Government.

The eSocial system is a national platform created to unify the submission of labor, tax, and social security information by employers, including public entities. It replaces more than 15 ancillary obligations by enabling the digital registration of events such as hires, payrolls, leaves of absence, vacations, social security contributions (INSS), and payroll-related taxes. In the case of TCE-MT, eSocial is essential for ensuring legal compliance and transparency in managing public servants' data.

Before the modernization, TCE-MT’s system was operating on version 10 of GeneXus X Evolution 1, released in 2009, with official support ending in 2014. This technological gap imposed serious limitations in terms of performance, compatibility, and security. By adopting GeneXus 18, the institution managed to completely transform this scenario in just six months - five times faster than would have been possible with traditional development. The focus shifted from coding to business rules, with nearly full reuse of the existing knowledge base.

The new version of the system enabled tangible improvements: faster workflows for the Executive Secretariat of Human Resources, enhanced usability for public servants, and greater security in transmitting data to eSocial. The technology also strengthened auditing and oversight processes, which are core functions of TCE-MT.

The project also integrated the WorkWithPlus suite, expanding the platform's design system capabilities and offering a more intuitive and responsive interface for all users. The experience was further enhanced by the use of GeneXus Server, which enabled simultaneous collaboration among developers, ensuring version control and efficient delivery.

According to Edinelson Marcio Menin, coordinator of core systems at TCE-MT, “GeneXus leveraged nearly 100% of our existing knowledge base, ensuring integration with modern technologies without needing to rewrite code.” A future-proof development with a solid foundation and low transition cost.

The modernization has also sparked interest from other public institutions, which are now looking to learn more about the project through technical visits. TCE-MT’s next step is to expand its use of GeneXus by creating a new 100% web-based Human Resources Management System, reusing the components already developed. Full delivery is expected by August 2026.
