Mexican Municipalities Advance in Government Technology
Mobile applications for municipalities are becoming a new channel of communication with citizens. Beyond being information tools like websites, they turn into a new means of revitalization for both the residents of different municipalities and the regional and federal governments.
An example of this is the “Government Financial Suite” application, developed by the Municipal IT Consultancy (CIMSC), which in recent years has helped meet the requirements of government accounting laws—harmonizing data—and accounting operations in real-time, as it is made up of seven complete systems.
This application is designed for municipalities in Mexico and is currently installed in 23 municipalities in the state of Michoacán and five in Guanajuato. The application is mainly used on the web, as it allows interaction with systems, but it can also be used on mobile devices for data consultation.
Automation and Transparency
"Among the benefits of this tool is that it automates the municipality's administrative processes, fully complying with the Government Accounting Law. The municipal administration can be measured in terms of public employee efficiency and the benefits each project integrated into the expenditure budget brings to society. Each project can be measured and weighed in terms of cost and benefit," said Ing. Alfredo Aguado Villicaña, Director of CIMSC.
At CIMSC, they constantly update their data due to regulations published by the National Council for Accounting Harmonization. In 2009, the organization decided to switch its development to the GeneXus platform, as the benefits provided allowed them to speed up processes and reduce update times. The last update was carried out in February. This was a positive change since, if a client has a different language, GeneXus allows compatibility and manipulability in a single platform.
"GeneXus provides us with comprehensive support in terms of advice and updates, keeping us with the latest technology available for clients. Its design and database integration, done automatically, saves us time compared to other applications. The tool is very fast for application development," said the CIMSC Director.
Two New Applications to Be Launched by Mid-Year
In addition to the Government Financial Suite app, CIMSC is developing a property tax management and collection system, as well as one for the management and collection of water, sewerage, and sanitation. These new apps are expected to be launched by mid-2017 and will be available in both web and mobile versions.
With these apps, users will be able to view their account balances and make remote payments without limitations.
The contents of the apps for property tax and water, sewerage, and sanitation management and collection will be automatically updated and will be self-managed in a simple and fast manner, without the need for third-party involvement. Accessibility will be maintained with Cloud Computing, allowing users to access their data from anywhere.
“The property tax management and collection system standardizes the registry and will allow end-users to consult their account statements and tax payments online. We are aligning with federal government regulations to integrate a state-wide registry, homologated to federal standards, which will bring significant advantages to users," concluded Alfredo Aguado Villicaña.
